Title: Winters Vehicle Theft Suspect Sentenced to 2 Years, 8 months in Prison

Rogelio Alvarado, a 31-year-old Winters resident, was arrested on May 3, 2017 by the Woodland
Police Department driving a stolen vehicle taken from Winters earlier in the day. Alvarado has
an extensive criminal history, was on active probation, and had just been released from Yolo
County Jail earlier in the week.

The Winters Police Department worked closely with the Yolo County District Attorney’s Office’s
Data Driven Intervention (DDI) Unit to compile a comprehensive and compelling case illustrating
to the court Alvarado’s extensive criminal history, ongoing criminal activity, and the harmful
impacts of his actions on the City of Winters and its residents. On July 24, 2017, Alvarado pled
guilty to felony vehicle theft and was subsequently remanded into the custody of the California
Department of Corrections and Rehabilitation for 2 years and 8 months.

This is another successful example of the Yolo County District Attorney’s DDI Unit, which was
established in 2016 by Yolo County District Attorney Jeff Reisig. As noted on the Yolo DA’s
website, “The DDI Unit uses collaboration between the police and the District Attorney’s office
to focus law enforcement resources on excessive repeat offenders and then works with the
agencies and probation to devise the most effective outcomes.”

Through innovative programs and valued partnerships, such as with the DDI Unit, the Winters
Police Department is also able to focus our limited resources to help improve the quality of life
for our residents.

Title: Suspect Arrested for $100,000 Warrant in Fraud Investigation.

Denise Velasquez-Rodriguez, a 31-year-old Fairfield resident, was arrested on July 26, 2017 by
the Fairfield Police Department for a $100,000 felony fraud warrant obtained by the Winters
Police Department.

Velasquez-Rodriquez is suspected of stealing over $20,000 from a Winters resident’s checking
account during the month of June. With the assistance of the staff at First Northern Bank in
Winters, Winters Police Department Cpl. Gordon Brown was able to determine Velasquez-
Rodriguez had obtained the victim’s checking account information and contacted a company that
offers a “Check by Phone” service. After providing the necessary information, the company
directly issued Velasquez-Rodriguez checks and deducted the amount from the checking account
provided. It is unknown how Velasquez-Rodriguez originally obtained the checking account
information.

Based on the information obtained in the investigation, a “Ramey” arrest warrant was requested
through Yolo County Superior Court and the Fairfield Police Department contacted in an effort to
promptly locate and arrest Velasquez-Rodriguez at her Fairfield address.

The Winters Police Department reminds residents to be mindful of their critical financial
information and to be alert for signs of fraud. Any indication of fraud should be immediately
reported to our financial institution and your local law enforcement.

Title: National Night Out Participation

Thank you so much to the staff and residents of the Winters and Orchard Village Apartment Complexes for inviting public safety staff to your National Night Out Event.

National Night Out is a nationwide annual event taking place on the first Tuesday of August. The campaign promotes building relationships in communities and enhancing the partnership between neighborhoods and public safety. By providing an opportunity for neighbors and public safety to get together in positive circumstances National Night Out hopes to contribute to the sense of community across the nation.

To celebrate, Winters and Orchard Village Apartments held a block party for their residents complete with refreshments. The Winters Police Department, Winters Fire Department, and a representative from the Yolo Emergency Communications Agency were happy to participate by providing stickers, pencils, coloring books, education material, and emergency vehicles.

We would like to thank both apartment complexes for their invitation and commitment to growing the community partnership between residents and public safety.

Title: Vacaville Police Department pursuit ends in Winters

On June 16, 2017 at approximately 12:02 am, the Vacaville Police Department notified the Winters Police Department of a vehicle pursuit near the Winters City limits. According to Vacaville Officers, the vehicle occupants had been involved in an armed robbery which took place in Vacaville.

The suspect vehicle was stopped near the intersection of Baker Street and Third Street. Four occupants of the vehicle attempted to flee the scene. Vacaville Police Officers, Yolo County Sheriff Deputies, California Highway Patrol Officers, and Winters Police Officers worked together to secure the scene and collect evidence.

All four suspects were taken into custody by the Vacaville Police Department. One of the suspects was apprehended with the use of a police canine. Winters Fire Department personnel responded to treat the dog bite injury.

A variety of specialized equipment (including vehicles, helicopter, and a canine) were used in the apprehension of the suspects in addition to agencies from two counties. By working collaboratively with our law enforcement partners Police Departments are able to improve public safety for all of our residents.
