Empower Yolo offers these and other services in Yolo County: safe shelter for victims of domestic violence/sexual assault/human trafficking, crisis line, restraining orders, family legal services, therapy, housing referrals, food referrals & distribution, health insurance by appointment, emergency clothing, hygiene products, diapers, case management, and other services as needed.

VineLink is an online portal to VINE, America’s number one victim notification network. VINE has been providing victims and concerned citizens with the power of information for decades, allowing these individuals to have the sense of security that they deserve. VINELink can be accessed 24 hours a day, seven days a week, to provide the most reliable information for custody status changes and criminal case information.

Yolo County Victim Services Program was created out of state legislation enacted in 1980. The program has been in existence since that time and is housed in the District Attorney’s Office. Dedicated to providing comprehensive services to victims of violent crime, Victim Services Program staff provide information about the criminal justice system and advocate for the rights of victims of violent crime.

U.S. Immigration and Customs Enforcement’s (ICE) Victims Engagement and Services Line (VESL) serves as a comprehensive and inclusive support system for all victims, regardless of immigration status or the immigration status of the perpetrator. This includes guidance on available U- and T-visa resources and information about the Department of Homeland Security (DHS) Blue Campaign to counter human trafficking.

  • Detention Reporting and Information Line (DRIL) 888-351-4024 – Provides victims the ability to report incidents of sexual or physical assault, abuse, mistreatment or human trafficking in ICE detention.
  • Victim Notification System Access – ICE and DOJ/BOP’s longstanding VINE and VNS systems provide push notifications about a detainee’s or inmate’s custody status, case outcome and other basic information to victims, lawyers and others with a vested interest in the outcome of a case.
  • Victim Assistance Support – Provides general assistance and information for victims including assistance for victims of child exploitation, assistance for victims of human trafficking, assistance with local resources and social service professionals, U- and T-visa information, and training and other services provided by ICE for law enforcement agencies and community organizations.

Marsy’s Law

  • On November 4, 2008, the People of the State of California approved Proposition 9, the Victims’ Bill of Rights Act of 2008: Marsy’s Law. This measure amended the California Constitution to provide additional rights to victims. This card contains specific sections of the Victims’ Bill of Rights and resources. Crime victims may obtain additional information regarding Marsy’s Law and local Victim Witness Assistance Center information by contacting the Attorney General’s Victim Services Unit at 1-877-433-9069.

Megan's Law

  • This website provides information on registered sex offenders pursuant to California Penal Code § 290.46 so that members of the public can better protect themselves and their families. The information on this site is extracted from the California Sex and Arson Registry (CSAR), the State’s repository for sex offender information. The information in the CSAR is provided to local law enforcement agencies by the sex offender during the registration process.
