Special One-day Event Permits to sell alcohol, only non profit groups may apply for the temporary one day Alcohol Beverage Control  License Letter. When returning signed documents to the Alcohol Beverage Control Office, please include a self addressed stamped envelope if you would like the permit mailed to you. The permit can be displayed on site in the event of an inspection. It is recommended that non profit groups apply for their license letter no later then two weeks before their event.

Please see City Hall for road closure requests, event center bookings, and amplified music/sound permits. If the event will be held on city property, please provide a signed copy of the Alcohol Beverage Control Daily License Application/ Authorization form and license letter to City Hall.

California Department of Alcoholic Beverage Control requires RBS (Responsible Beverage Service) Training Program for people serving alcohol at events. At least one person on site of the event must have completed this training.

California Department of Alcoholic Beverage Control offers an online LEAD (Licensee Education on Alcohol and Drugs) Training Program for people serving alcohol at events. If the training is listed as a requirement by the police department, the LEAD program (or SafeServe) certificate can be displayed on site in the event of an inspection.

The Alcohol Beverage Control License Letter may be subject to additional conditions by the Winters Police Department. Conditions are based on the size and type of event and will be listed on the Alcohol Beverage Control License Letter. Examples of conditions that may be required by the Police Department are: alcohol serving cups will not be larger than 16 ounces, signs prohibiting guests from bringing alcohol into the event should be displayed, safety barrier fence must be at least 4 feet tall, signs prohibiting alcohol in certain areas should be displayed, or wristbands identifying persons over the age of 21 and under the age of 21 must be used on premises.
