Welcome to the Winters Police Department website.
It is my privilege and honor to serve as Winters’ 10th Chief of Police since the City was founded in 1875, incorporated in 1898, and the Office of Chief of Police established by ordinance on December 24, 1937. Prior to the establishment of the Office of Chief of Police, the City was served by City Marshalls and Town Constables for elected terms of office. As such, our Department has a long and storied history of service as well as sacrifice, as evidenced by City Marshal William Preston Rice who was killed in the line of duty on October 18, 1912.
Our Department proudly serves a diverse and growing community by embracing and practicing the concepts of 21st Century Policing, Principled Policing, and Community Oriented Policing and Problem Solving, a philosophy that combines traditional aspects of law enforcement with prevention measures, problem-solving, community engagement, and community partnerships. To better reflect and communicate these ideals, Department staff revisited and redrafted the Department’s Mission, Principles, Vision, and Motto in 2017.
